it is an eyelet made for changing the travel of the rear shock (in a way...). You can have 200mm or 180 turning it.

Those forks on that Tomac were THE gism forks made by KOWA. They are no longer made. Well KOWA's are still made but you have to live in asia to get them. Unheard of here or most other places. Similar to the SHOWA forks team honda used.
